As far as I know, the bureaucrats in Brussels already subdivided the UK under their ‘regionalisation’ system, and your ‘Northwestern’ province joke is only wrong in that the country has been balkanised into mini-provinces.
I don’t have the details to hand but I’m pretty sure that Northern Ireland was pushed towards where its people do not want to go. That was long before the backstop was even heard of.
