Apparently that was in reference to a voodoo doll, as one might expect from a creature which has cast off the trappings of civilised society to become a savage.

She is the most in-your-face offensive but we could say that her clear lack of education is sort of an excuse for that.
The mayor is in a different category, a position of responsibility and so his dumb statements make him worse than her.
A few noisy conservatives serenading him late at night from outside his house might make him rethink his ideas on what the constitution means when it talks about free speech.
