So that would double the population of New York City overnight, if they all decided on the same destination.
They probably would not but if they are career criminals then NYC would be their best bet.

The UN is the enemy of democracy but it’s also ignorant of what ‘refugee’ means.
I came across this today.
I don’t think the rules have changed since it was published, two years ago.
