…on whether to limit the city to ‘net zero’ targets, whatever that catch-phrase really means!

No interest in debating that question, but if Germany’s capital can decide on such issues by popular vote…

..WHY can the citizens not be entitled to a similarly democratic say on removing undesirable aliens from within their civic boundaries?
