Because, as even the briefest glance at any map of Europe will confirm, France is SURROUNDED by safe countries, Italy, Spain, Switzerland, Belgium, Luxembourg and Germany ( which is less safe than it was, thanks to Merkel’s importation of a horde of rape-refugees, but even so).

There may have been a few who crossed the Med from  North Africa, but the great majority, even of those, came via Italy.
